Michael A. Livingston


Professor of Law. Professor Livingston earned his A.B. in 1977 at Cornell University and his J.D. in 1981 at Yale Law School, where he served as comments editor of the Yale Journal of World Public Order (later the Yale Journal of International Law). After working in the tax department of Proskauer, Rose, Goetz & Mendelsohn in New York, he joined the staff of the Joint Committee on Taxation of the U.S. Congress, where he worked from 1983 to 1987. During his tenure with the joint committee, Professor Livingston participated in the drafting of the Tax Reform Act of 1986, particularly those provisions involving tax-exempt bonds, financial institutions, and energy-related taxes. Professor Livingston's scholarly interests include taxation, the legislative process, statutory interpretation, and the law of racism, anti-Semitism, and the Holocaust. His publications have appeared, inter alia, in the Yale Law Journal, Cornell Law Review, Texas Law Review, Northwestern University Law Review, and New York University's Tax Law Review. Professor Livingston is the author of Taxation: Law, Planning and Policy (Anderson Press), and is currently writing a book about the Italian Race Laws (1938-1945).
