Cynthia A. Blum teaches a wide variety of tax courses and is a founder
and codirector of the Federal Tax Law Clinic. Many of her publications
have dealt with cross-border taxation of individuals. Before joining
the Rutgers faculty, she practiced law with Sidley & Austin in
Chicago, and with Paul, Weiss, Rifkind, Wharton & Garrison in New
York.
Her publications have dealt with a broad array of topics, including U.S.
income taxation of foreign students, privacy concerns in disclosing
foreigner's U.S. bank deposits to his home tax authorities, U.S. income
taxation of unauthorized workers, estate taxation of foreigners, U.S.
taxation of the shipping industry, income taxation of cross-border
retirement plans, and the feasibility of adopting a rollover approach to
property dispositions.
