costly resource--its employees. Personnel management is a general
responsibility of all people occupying administrative and supervisory positions
within the organization, and familiarity with its components and practices is
important for direct practitioners as well as those focusing on management and
community practice.

Theories of Management and Strategic Planning (3)
Core
theories, dynamics, functions, and ethics of public agency management,
including program and strategic planning, are analyzed with a particular focus
on the knowledge, skills, and abilities necessary to successfully lead client-serving agencies in today's environment and in the future. Emphasis is on
internal management functions such as creating and supporting an effective
management team; supporting a safe and ethical service environment; managing
change; and sound strategic planning that includes consideration of budgeting,
resource gaps, and performance/quality improvement activities beyond the use of
data--all with the end goal of creating and sustaining a learning organization.
