CERTIFICATE PROGRAM
The Business District Executive Management
Certificate Program
(BDM) provides a user-friendly, four-module,
online learning experience offering an exploration of and training in theories
and practices of business district management as a form of public-private
partnership. Business districts occur
when business owners and managers form a partnership to facilitate improvements
that no one of the businesses could do on their own. For example, a business district may decide
to upgrade storefronts using a common theme and color scheme that invites
visitors to linger and shop instead of hurrying on their way. Many states have set up special laws to
facilitate business districts. The
municipality may be a partner in their creation and operation. This certificate
provides the knowledge for developing and operating business districts as a
unique form of public management that unites a community's public and private
capabilities.
Online class readings,
discussions, and field studies are used to provide business district management
knowledge and skills. The content
includes legal frameworks and working models. Students examine neighborhood revitalization, goal-seeking performance,
business practices, and community development technologies applicable to
managed district public-private partnerships and evaluate their results.

PUBLIC PERFORMANCE MEASUREMENT CERTIFICATE PROGRAM
The Public Performance Measurement Certificate is a noncredit certificate program designed for individuals in public and nonprofit organizations at all levels (frontline employees and executive and leadership positions), citizens interested in the functions of public-sector performance measurement, and individuals from any field who believe the content of these courses would be valuable to their career development.
Four courses are required to complete the Public Performance Measurement Certificate. They are Measuring Performance, Reporting Performance, Managing for Improved Performance, and Budgeting for Performance. Courses are designed to accommodate the schedules and continuing education needs of working professionals. Courses are available in a distance-learning format, which allows for the convenience of at-home learning via online discussion forums, electronic access to most reading materials, and online submission of assignments. Additionally, courses have a comprehensive and practical emphasis. Through these four core classes, the program covers all major components of performance measurement. Classes emphasize case studies and the application of knowledge to decision making in everyday practice, so students are able to apply what they learn to their own work situations.
There are no prerequisites for admission to the Public Performance Measurement Certificate (PPM) or for any of the courses. It is recommended, however, that students complete the Measuring Performance course first, and then proceed in any order through the rest of the courses.

LEGAL ONE CERTIFICATE PROGRAM
The Legal One
Certificate is a live and online training program that meets the legal
requirement for all New Jersey school leaders to complete 12 hours of training
in school law, ethics, and governance by June 30, 2013. Legal One is
designed to meet the professional development requirement set out in
N.J.S.A.18A:26-8.2, which became effective in March 2007, and the
corresponding regulatory requirement contained within N.J.A.C.
6A:9-16.7, which was adopted by the State Board of Education in November
2008.
The four modules for the Legal One course meets the
training requirement by addressing the following subject areas:
