First-Year Students

First-year students should apply online through the Office of Graduate and Undergraduate Admissions at https://admissions.rutgers.edu, indicating the public and nonprofit administration major within the School of Public Affairs and Administration (SPAA).

First-year students may be accepted into the School of Public Affairs and Administration with indication of public and nonprofit administration as their major on their initial Rutgers University-Newark application. SPAA students are jointly enrolled in Newark College of Arts and Sciences and the School of Public Affairs and Administration.

Transfer Students from Other Institutions

Transfer students may be accepted into the School of Public Affairs and Administration (SPAA) directly with indication of a public and nonprofit administration major on their initial Rutgers-Newark application. SPAA students are jointly enrolled in the Newark College of Arts and Sciences and School of Public Affairs and Administration.

Those applying from outside Rutgers as transfer students should apply online through the Office of University Undergraduate Admissions at https://admissions.rutgers.edu, indicating the public and nonprofit administration major within SPAA.

Students transferring from other schools should consult with admissions counselors to learn if any articulation agreements are in place to define which courses at the school from which they are transferring are acceptable for meeting admission requirements. Comprehensive Statewide Articulation Agreement

The agreement with New Jersey community colleges and New Jersey public four-year institutions provides a seamless transition from public associate to public baccalaureate degree programs and supports the successful acquisition of baccalaureate degrees by transfer students.

All students transferring with an associate in arts (A.A.) or an associate in science (A.S.) degree from a New Jersey community college within the past three years may have satisfied all general education requirements. Students may not be grandfathered into the program. Once a student is enrolled, they may not return to their prior institution to earn an A.A./A.S. degree. The A.A./A.S. degree must be completed before enrolling at Rutgers-Newark.

Under extenuating circumstances, a student may be allowed to take a course at Rutgers-Newark and transfer the credits back to the community college in order to earn their degree. Students must get approval in writing from both institutions prior to taking the course.

NJ Transfer

Rutgers participates with the NJ Transfer Articulation System. NJ Transfer is a computerized data information system designed to ease the transition from these institutions to Rutgers. Students attending one of New Jersey's two-year colleges can access the NJ Transfer website to obtain detailed information about transferring to Rutgers. Students may determine the transfer-ability of the courses they are completing at their community college.

School-to-School Transfer within Rutgers-Newark

In order to be formally accepted into the School of Public Affairs and Administration (SPAA) Undergraduate-Newark program, students from other divisions of Rutgers University-Newark such as the Newark College of Arts and Sciences, University College-Newark, Rutgers Business School-Newark, School of Criminal Justice, and the Rutgers School of Nursing (in Rutgers Biomedical and Health Sciences) must use the online School-to-School Transfer Application to apply.

School-to-School Transfer from Rutgers-New Brunswick or Rutgers-Camden

Students from Rutgers University-New Brunswick or Rutgers University-Camden should use the online School-to-School Transfer Application (see above) to apply.

Re-enrollment Guidelines for SPAA

School of Public Affairs and Administration (SPAA) students in good academic standing, who are not registered for one or more semesters, are required to formerly re-enroll through the Re-Enrollment Application.

SPAA students who have not registered for two or more semesters are subject to the requirements in effect during the semester that they re-enroll at SPAA.
