The Center for Educational Policy Analysis (CEPA) examines how state
and federal policies affect educational processes and outcomes.
Research focuses on policy formation, implementation, and effects.
Recent work has examined the consequences of school finance reform,
state testing policies, and charter schools. In addition to producing
research books and articles, the center advises state and federal
policy makers, school administrators, and the public. For more
